Install P.E.Op.S. Soft GPU 1.18 with support for xBRZ

1. place tbb.dll directly into the ePSXe installation directory (next to
ePSXe.exe)
2. copy the plugin folder and included files to ePSXe installation directory
3. Start ePSXe, configure "P.E.Op.S. Soft Driver" and select xBRZ for
"stretching"
