- Frost Wall's cooldown can no longer be bypassed by expending Power Charges.
This change was made to prevent an instance crash which occurred when
Frost Wall was used in combination with specific uniques and skills
to cause abnormally high amounts of stress on the instance, resulting in
it crashing. This change is necessary as all the factors of the crash
were a result of mechanics behaving correctly. The solution requires a
mechanical change rather than just a bug fix.
Two accounts have been permanently banned for repeatedly crashing servers
in an attempt to craft items.
冰牆的CD不能透過消耗藍球來減免。
因為冰牆配上特定獨特物品與技能會讓 instance 處於高度壓力進而導致
instance crash，所以才做了這樣的改變。
因為利用這個 crash 機制來製作手工物品的 2 個帳號已被永久凍結。

冰牆的CD時間從 5 秒改為 3 秒。
