下次rage開放外國人參賽了，報名期限到3月25日
主要限制是
1. 至少20歲
2. 要能跟主辦單位溝通 (日文或英文皆可)
有限人數(外國人300)，超過人數好像會用隨機選出並在三月底公布
If too many people apply to participate in the tournament, successful
applicants will be selected at random. The results of the selection will be
announced in late March.
