都是紅龍3 工程牌的問題

1上面寫the card you play takes effect 是立即執行~?
the card you play does not takes effect 是看時機執行嗎??

2工程牌上有寫 and but 只要執行就要一口氣把整張牌執行完嗎??

3像是一張工程牌
it is not supposed to shoot sparks

the card you play takes effect
but
subtract 1 from any numeric effects
and
you lose 1 fortitude

上面寫的減去任一點數字影響
他的數字是指什麼~?
