As promised, here are discs to install the latest version of the system menu
for each region — v288/v289/v290 for JAP/USA/PAL, respectively.
dCiSo has generously offered to host these on console-scene.info:

http://www.console-scene.info/files/wii-system-menu-update-PAL-v290.rar 歐版
Please note that I have not tested either of the NTSC/J or PAL versions
because I have no way to do so, and although I have double-checked them, they
were created manually. Hopefully the first people to try these will comment
below reporting success — before trying them yourself, please scroll down to
see if anyone has reported problems, and I will update this entry once they
have been confirmed to be safe and effective.
Update:
Thanks to prinzhernan and SchokoKlaus for being brave enough to test the
NTSC/J and PAL versions.
Some people below have reported problems getting this disc to be recognized
by their Wiis; I don’t have much to suggest, other than to say it’s not a
modchip compatibility issue; I don’t believe those really exist. Try
different media or a different burning program — there are plenty of other
places around for help with those kinds of issues (and I really don’t know
much about it anyway). I don’t really think it will help, but I’m happy to
try modifying the disc images if anyone has any specific suggestions.
