Note: Even with no evasion rating (such as because of Iron Reflexes), you
still have a 5% chance to evade, and that will double to 10%.

Note that this doubles evasion CHANCE, not evasion RATING. This means that if
your evasion chance were 45%, it would be doubled to 90% vs projectiles.
If you were to take the Iron Reflexes Keystone along with this one, your
overall Evasion rating would be lowered to 5% (it can never be below 5%), and
this passive would increase your chance to Evade to 10%.
應該就如同 softseaweed 所講的一樣 機率值x2。(但還有上限頂著)
