We'd like to apologize for the mixup regarding the Company of Heroes 2 keys included in the December 2015 Humble Monthly. We reached out to SEGA and were able to get new keys that will work in your region.
We've updated your download page with the new, working key, and removed the previous key that wasn't working for you.

但Company of Heroes™ 2 key 似乎也跟著被重置
目前我已使用過的Company of Heroes™ 2在HB的頁面是顯示click to redeem on Steam...
